These are dummy brake discs. They are molded integrally with the hexagonal hubs for wheel mounting, and the set includes two of each of three different hub thicknesses: 5.5mm, 6.5mm, and 8.0mm. While they can certainly be used individually, combining them with dummy brake calipers will create a more realistic look.
