This is a stopper pin that attaches to the steering block to restrict the steering angle. It has a 4mm diameter shaft and is made of steel. Using the kit's standard set screw can cause the threads to catch when the suspension operates at full steering angle, but replacing it with this part eliminates any impact on the suspension stroke.
